I would say it is, but like concrete long term water exposure could deteriorate it. So far where I have used it has not changed.

Can this be used in a syringe or is it too thick?

It depends how big a syringe is , but this product is absolutely great to glue planks, vinyl tile down, i am not sure what kinda application for syringe...hm...

Need something that will form to level then adding a piece of wood on top. Will this also double duty for drywall holes? Any opinion or suggestions.

This product is not self leveling and has the consistency resembling sparkling, but thicker. I used it to fill a hole in concrete. It did okay, but was a little hard to spread. Personally, I wouldn’t use it to patch drywall.
