Is there any padding on the back and the straps?

Since it is a super lightweight and foldable bag, there is no padding on the back and the straps have very thin light padding.

I saw a different dimension about the backpack. What are the dimensions when is open and full? because I'm planning to use it as carry on.

The straps are very adjustable and have a long length to them. I'm pretty sure I could fit two folks in those straps!!! You're gonna love this bag!!

Want to get one for my 10 yr old to wear to Disney would this be to much for her?

Not at all. I bought this for dirtbike riding and I keep my phone, wallet, keys and water. Theres only 2 pockets that can fit everything you need and its a small backpack that wont be in the way
