What do the Japanese characters on the handle say?

From what I have found, it is basically the trademark at the top with the cluster of 4 characters and the brand name below. Great knife if properly cared for. Not a stainless steal blade but very sharp and durable.

what is blade length and the steel type blue steel or white steel ?

The blade is 3”. I’m gonna say it’s blue steel, but don’t hold me to it. This question was important to me years ago when I first bought the knife, because my background reading made it seem important, or at least interesting. That time is now a faint memory.

What is the blade size and is it lock back?

The blade size is only around 3-4 inches, and no there is no lock back feature whatsoever, your thumb pressed against the blade is the only thing that holds it open. When you close it, the sides of the brass are the only thing keeping it closed, it's quite tight though but I'd be extra careful while using it because if your thumb slips it's going to be a bad day.

Does it come with the gold box with the blue lable? and is it made by Mr. Motosuke Nagao?

The asnwer is yes to the first question. Regarding second question there are two blacksmiths who make higo no kami knives - Mr. Nagao and Mr. Miyamoto. I don't know Japanese so I can't tell for sure who exactly made the knife I bought. I did some reasearch on the web and found image of signature of Motosuke Nagao and that is exactly what is engraved on the blade of my knife. So, I would assume it is Mr. Nagao's signature and he is the one who made my knife.
