Would this work as a replacement for the laces on a motorcycle vest?

I'm not familiar with the laces on a motorcycle jacket. If they stretch, this may work. If like shoe laces, then no, I don't think this will work. I used it for caps on a rifle scope, cord had to stretch putting them on and then pull tight.

Can i use this to make a face mask for the string around the ear?

I don't see why not. It's fairly stretchy. Not quite like a rubber band, but at least it's wrapped.

Would this work to secure outside of plastic bags to small waste baskets?

I believe that would work. There is enough of a stretch, so it would be nice and tight once around the basket.
