does this have a shoulder strap?

No, and I also have a real Army issue parachute bag that you use for packing your shoot in the DZ, and it had no such connection for a shoulder strap. Would have been nice, but that is not in the mil spec and this bag is a decent imitation of that mil spec bag.

It's a cotton canvas, not sure what the weight/strength it is but very strong and durable.

Realitively Waterproof?

I would say it's a waterproof as a Carhartt jacket. The fabric is thick and sturdy!
