Can this only be used after shampoo or eithout just like tht on dry hair?

I use it on dry hair every day. It adds oil and smooths frizzy hair with a coconut fragrance.

Is this sulfate free?

No, it is not sulfate-free. It says it is on the website, but the 2nd ingredient is literally sodium laureth sulfate.
