Does this device work with the avaya voip application on a windows 10 dell workstation?

That I would only guess at; I have a Dell laptop with Windows 10 and it works fine.

Can it be connect to laptop?

Yes, it connects to my work laptop, however, it kept losing connection so I recently purchased a USB-C adapter from Amazon to accommodate better the headphone. It no longer loses connection.
