Can you use the spray on a carpet

No I wouldn’t say so. This is for hard surfaces and is a lumpy spray paint. It’s meant to make things like flower pots etc look like textured ceramic. It made my flower pots look like I’d sprayed them with lumpy spray paint. If you’re looking to colour a carpet you should look at textile dyes

Can i use it to spray polystyrene

It contains solvent so check first with the manufacturer

Can it be used on plastic and ceramics?

I sprayed it on a plastic garden ornament and some metal hanging lanterns worked a treat
