Provided the holes not too big remove the rust and fill. It's easy to sand flat to a smooth finish. Anything structural you'll be better with fiberglass filler

can this be drilled and tapped?

It can be drilled and tapped but it won't have the same strength as metal so won't hold much torque

need to fill a plastic hole+crack in a chair foot, but prefer metal like strong materai, will this work?
