It charges with the included AC adapter. Please contact the seller or manufacturer to inquire about extra batteries

Does this come with an operations manual?

No but it is not hard to figure out. I asked PT therapist to help me.

Is the foot platform removable? If so, how easy to remove?

Yes. Very easy to remove, no tools needed. Just lift and slide off the bolts.
