I would need it to cut 13" x 19" glossy photo paper along the 19" side. Will it work for me?

If you are printing 12x18 photos on the 13x19 paper, you can trim the short side or sides first, and then it will fit.

Is there a ruler that comes out farther on the sides? What is the longest distance you can measure from the blade to the side?

There is no extendable ruler. The width is 9" from blade to side. I purchased it so I could cut 12x12 paper point to point to make triangles, which it does fabulously.

Can you see exactly where the cut is being made? I have a rotary cutter that can't cut less than 1" because the blade guide covers it...

It cuts right next the guard so if you line up your piece with the edge of the guard, that's where it will cut.
