can the handle be made to lay flat?

it doesn't have handle its just a flat shutter.matt take 4 long screws and screw it to house

They are not working hinges. They are decorative only, made of plastic, non-movable. They look real and really dress up the shutters.

What is the height of the hinge end?

The end of the hinge is about 1/4 in above the flat surface of the hinge. They look good on the house no one nows their Vinyl. they have a hammered look.
