Do you have additional mounting plates available to purchase separately from the kit as the description suggests?

Where are these made?

I looked all over the product and literature. Where they are manufactured is not stated or stamped.

I'm looking for the opposite of these. where I can press down and have the legs extend. Would like the mobile wheeled state to be lower. ideas?

If I understand your question that is how these work. Step on the lever and the wheels lower to use, - lift on the lever and they raise up.

Can these be used on a miter saw stand with metal legs at about 10-15 deg angle?

I don't see why they could not. Worst case, you use spacers at the top to take up the angle.
