Is this knife a good quality

No. For the money, you can do better. The blade steel is said to be 440A, and it might be, but if so the heat treat is horrible because I've never been able to sharpen MTech's blades. I'd rather cheap knives be made of 420 because at least then, I'd be able to get them sharp. (They may not stay that way, but at least they'll be sharp for a little while. Their 440A blades come dull and they stay that way, so edge retention can be said to be excellent.) If you're on a super tight budget, get a Smith & Wesson folder; however, I'd recommend your getting a good knife, and Cold Steel makes some good budget knives and some fantastic mid- and upper-range knives. And regardless of the steel, their heat treat is spot on.

How do you close the knife?

Turn the knife over. Look into the slot where the knife blade rests when closed. At the front of this slot there is a semi-circular notch and inside that notch is a serrated (sawtooth) arm that is holding the blade open. Push that sawtooth arm towards the belt clip. You may have to push the blade farther open to get the tension off that arm. It will move to the side and you can close the blade.

Is this knife legal in California?

Plastic straws are illegal in CA. I doubt u guys are allowed to carry sharp object's!

Is the lever sturdy enough for police work so I don't have to worry about it opening in my pocket?

Yes, but personally I would not use it for anything of any official capacity. It does not open smoothly enough for me using the thumb switch and mine tends to stick sometimes. Now if you use the tab on the back it's better, but for police work, I'd get one that's more dependable and of better quality. Good utility or camping knife for the money though.
