I used the bit they provided to drill a hole, but it's coming out too big, the rod is loose in it. What to do? use a smaller bit?

The hole I drilled was fine. One thing I have done is place a cork in the hole when not in use as my foundation stump is left outsie. Would use smaller drill if hole is too large.

Where can I get the rubber damper that is between the two washers?

Not sure but you may be able to get something like it at a hardware store such as lowes or home depot
