can these pumps work with very cold water and glycol

Sorry I can't help you with that question. But, I have purchased two of these pumps, used outside in the San Diego weather for moving water for a pond. One pump has been in continuous use for years. I will purchase this pump again.

Yes pump is made to use with saltwater. It is pretty quiet, but not silent. Yes it has a fan that runs all the time. It's a great pump that will last for a very long time.

Is the flow rate adjustable

I installed valves on both the inflow and outflow side of the pump for maintenance purposes. A valve on the outflow side can be used for adjusting flow rate

This model does not have a fan. It would be undersized for an 80
