Can you spray this over rust? And if you can, won't this spray just coat the rust while the rust eats away the metal underneath?

Don't spray it over rust, treat or repair the rust first. More than one undercoating job has actually made rust worse by trapping water and it eats away from the inside out and you'd never know until something falls apart.

I am considering using this product on my Jeep plastic fenders and bumpers. Has anyone done this?

I used this to undercoat the cab fenders and running boards on my 49 Chevy pickup but they were steel not sure about plastic.

How long does it take to dry?

It took about 24 hours to fully dry. That was in 100° weather too.
