can this support belt be machine washed and dried?

I light wash with mild detergent in the sink then rinse and drip dry. If you machine wash it, I'd use a delicate wash bag and make sure all the velcro is attached to the belt then drip dry it.

will size28x39 fit o.k. for a man size 38 waist?

No, the Small/Medium will NOT fit a 38" waist. I have a 36" waist and it is not long enough to stay fastened. The overall length of the belt is 41", so at 39" there is no length for overlap or to get the velcro to stick. You will need the L/XL size for it to actually work.
