Will this fit a 2017 Jeep Rubicon?

it does not fit any over sized after market tires. even though they say it does.

Can you use it with a spare tire cover and will it enterfer with rear view camera

You would need to check if the lock would fit under a tire cover, and it shouldn't interfere with the rear view camera, as you can replace any of the lug nuts to use it on.

Why use this instead of a normal wheel lock lug? It seems this would just add extra steps to replacing a tire and confuse any shop doing a rotation.

It's more secure than a regular locking lug that can be removed with the right size socket. If you're getting a rotation, remove it first. Pretty easy.
