Is this the same as ave 5163 (2 x 4 - shipping label)?

Yes. They fit exactly the same. I get this particular # because they are permanent, have a dark backing and are cheaper per label.

Are these labels glossy or matte?

They are matte. They are the same as a regular sheet of paper, but they have a dark backing (where the glue is) that blocks any writing that may be on the envelope under the label. I hope this helps.
