can the golf bags be remove

No, neither the golf bags nor the clubs can be removed. The clubs move around but do not come out of the bags. Possibly because they could be considered a choking hazzard.

Will this work as an Christmas Ornament?

It's been 3 years since I bought this item. But I do recall it and think that it might be too heavy for a normal christmas tree ornament. Both its size and the "Pull-back motor" made it fairly substantial in weight. I don't see the weight listed for the cart and I don't have it to weigh for you as it was given as part of a gift. I think it could work on a large tree with hefty branches.
