Yes this product comes assembled , but the battery doesn't comes connected as it may effect battery life, you can't easily connect battery

Can this transformer works 24*7?

Yes until and unless the battery is Drawn completely . But if you use it continuously the battery will drain faster.

Why is tye bulb blinking and not continuously glowing?

I will clear it in technical words .. you may That transformer is AC i,e works on AC. Current but the system contains DC battery Thus the Dc current is not continuous that's why. May I help you more

I bought this project , the neon light is not glowing completely , is the project fine?

Yes mine also . Reason:-. Transformer works on AC , and battery is DC source in which power supply is not continous . To get continous power supply you have to add diodes in it .in my opinion if you brought it for 12 class physics product so please do not show them as they can ask that how transformer is working on DC sourcei,e battery.
