If you want a data sheet on the chip, google for it. L298N H brigde.If using separate power supplies for your arduino and your motor power, you may need to tie the grounds together to ensure the logic signals can be read reliably.

**Q: Would this device be able to power (2) 12V motors and be controlled by an Arduino?**

A: This type of motor controller is used to connect to a micro-controller their is d different type of  Motor controller for R/C use
