You need to run the zadig USB installer (zadig-2.4.exe worked for me) so your computer can have the right drivers to communicate with the miner. Do your homework and search under the terms "GekkoScience" "Newpac" and you will find it a whole lot cheaper. I will give this seller kudos though in that they test each device before it goes out and provide you proof that it performed at the 130GH/s that they claimed in the advertisement. However, note that if you do operate this at the tested 525Mhz, it voids the warranty. Also, you must actively cool this at clock speeds over 100Mhz in order to get that kind of performance. I've been using this for 2 weeks now and have had zero problems and consistent 130Gh/s performance. NOTE: The seller clearly sets the voltage Pot higher than what the factory presets state is the default so that accounts for the increased performance. Again, this voids the warranty so proceed at your own risk as the manual states that the product is only guaranteed at clock speeds not to exceed 100Mhz. But if you're not sure what you're doing with overclocking, you'll want to visit the support forum for this device and get yourself educated before you attempt this.
