You have 3 ways to decorate your party you can use the double layer balloon n as is it you can take them apart abs have a fishing color balloon and a white normal balloon and lastly you could take apart after battery runs out and have a colored and white balloon. The balloons come with an easy to use air pump and a balloon knitter to make using these a cinch. You can also use helium. To activate you pull out the tag to the LED balloon for a glow in the dark party and flashing Led lights that can last 12-24 hours. They are made of premium high quality latex 100 percent eco-friendly abs resist breakage. They did not look as pictured, the balloons were solid colors and not marbled and even in the dark they didn't light up very bright. They came with no instructions so we couldn't figure out how to fill up the balloon inside a balloon so we ended up just separating them. The pump was worthless, it was much quicker and easier just to blow them up with our mouths.
