It comes with two locks, and two sets of keys. On the one I received, the 1st lock worked easy, but the 2nd needed a bit of tinkering. The key did not go in all the way, so when I gave it a bit of force it finally went in and turned easy, and then worked great. If it won't turn it's not all the way in. For the price, this is an excellent well built hitch.
