Once pressure is down, unbolt the two shells, and then when the tube is in the tire, put the wheel over the tire/tube set one piece at a time, being careful to align the valvestem, then bolt it down. Easy. No force required at all. DO be sure to put a little air in them before wheel assembly, or you'll never be able to grab onto the valvestem.
