Cut only when you are positive the height is correct to the bar. The support bars serve as footrest, with convenient low and high options. I turn the stool in such a way that my feet rest on different bars. The seat is hard to sit on, so I bought a round cushion for it (baibu Stool Covers Round, Super Soft Corduroy Round Bar Stool Cushion Covers Seat Cushion - One Cushion Only (Corduroy-blue, 12" (30 cm)). I did verify with the seller that 12-inch cushion would fit the 13-inch seat, and it did. The blue cushion matched beautifully with blue legs of the stool. The stool came fully assembled, which is a plus. Make sure to look carefully how the legs are painted on the given pictures because the painting might look sloppy to some people and beautiful to other.
