Proportion to however much you need. Mix then put into tiny bottle caps or something the ants can easily reach. You can also skip the water and just grind the sugar and borax together with a rock. Ants that drink it won't die immediately, it takes about 2 days for the borax to take effect. The ants that find it will take it back to the colony to share, and will probably bring a ton more ants over to feast on the syrup. By the time the first ants start dying around day 2, it should have been shared with almost the entire colony, wiping them all out by day 3 or 4. If they aren't taking the bait, you might need to lower the borax content, or if they aren't dying, you'll need to increase it. If your syrup dries out, you can still use it. Dump it out into a flower pot and crush it into powder with a rock, then set it out again. This actually works even better than the powder method because the borax has been completely blended together with the sugar.
