I examined the set closely and from the quality and finish I would speculate that it was made outside the USA. From a functional point the tool seems to be adequately designed and made to do the job it was meant to do, with the necessary precision. The set simply provides the "set" to each tooth by bending it ever so slightly off to the side with every other tooth going either left or right. the key is to make that offset angle uniform in both directions. It appears to do that as desired and is adjustable for the amount of "set". It is difficult to say how durable the tool is, which is the most important aspect of a quality tool. Fit and finish, I would give it a 7-8, I don't feel I have given it a sufficient workout to "guesstimate" durability. I did use it to refresh a well used saw's set and it functioned very well. For the amount of work I expect to accomplish in setting saw teeth and the price, I'm satisfied with the tool. **Q: What is the smallest saw teeth it will set and the largest saw teeth it will set ?** A: The anvil is marked from 5-12.
