It can be, though this game really shines if you have at least 3 or 4 players. Also from my experience with the game, whether a game shines or not depends on how creative the players around the table are. Another thing you need to look out for are players who take leadership roles as they will tend to steamroll over more passive players. Other than that, this is a fantastic game.
