This seems to be a bit large** A: There are (2) dimensions. Inner seal is a 3 inch diameter seal, which sits inside the basket. The second dimension is the overall "lip" which seals the inner seal of the basket; 3 1/4 inch diameter. **Q: why can this plug not be shipped to a California address?** A: I ship to California addresses. I live in California **Q: Does this stopper fit down into the drain, or at the top of the drain so that it sticks out into the basin of the sink?** A: Inner flange diameter - 3 1/8". Outer diameter - barely greater than 3 1/4" (not a full 3 5/16"). It sticks up into the basin of my sink, and barely provides a seal so that the most minor bump to it results in a leak. The inner flange rests within the drain, but the out flange keeps it from resting down inside the drain. **Q: Is this easier to pull out than the plastic stopper?** A: I have no problem pulling out the InSinkErator STP-SS what-so-ever.
