The large black numerals around the OUTER ring of the dial are the HOURS. The small black numerals around the INNER ring of the dial are the MINUTES. Right now the vertical "Present" line of my watch is just past the LARGE 10 on the OUTER ring, and the same "Present" line is halfway between the SMALL 10 and the SMALL 15 on the INNER ring. Therefore, the time is 10:13. The vertical red "Present" line does not move. The LARGE (outer) and SMALL (inner) rings move, telling the time.
