It's not straightforward: not like a Kindle. You don't just click on a book and it's delivered. You have to download the epub book to your computer (which can be done directly from the library website). Then, you have to have Adobe Digital Editions (ADE), and (I think) an Adobe account to go with it (although both the program and the sign-up are free). You then connect the Kobo to your computer, and (if it recognises it, which mine often doesn't unless I use a specific USB cable) the Kobo then appears in ADE; you then just drag and drop the book. When it works, it's a matter of a few moments from selecting the book to having it on the Kobo: but "when it works" is pretty hit and miss.
