I use it with a different more powerful charging block capable of up to 100 watts plugged into it and have found it to charge at up to 20 watts when charging phone and watch together. (My cable has a digital readout) It claims to charge at 15 watts. I have not used the power block that came with it. I had a issue charging my watch with other devices in which I found that I'd fall asleep before the watch was fully charged so it could not monitor my sleep stats. This gets it charged so quickly that I find it is fully charged after shower and getting ready for bed. ( Galaxy 8 watch alone charges at 3 watts.
