I thought these old-fashioned clips might solve the problem and they did. They are very easy to use with a simple design, although some of them did need a bit of manipulating to open the clip wide enough. The elastic is firm, but stretchy enough that you might not need to use the buckle slider, but they can be easily adjusted should you need to do so. The clips themselves are good quality and hold well.
