As others have said, there is only one layer of pick and pluck foam, so if you pluck it as is, there is no cushioning under your object. My solution was to cut a centimetre thick slice from the bottom of the foam with a large sharp kitchen knife. Use this as the lower layer, then pick and pluck from the larger upper layer.
