This tool is much better quality than the part store junk, I don't care much about where it's made as long as it does the job and this tool just works for me. Better than the ones with the little arm that's suppose to hold it. **Q: Does it come with instructions** A: Ours did not come with instructions but they aren't needed. You simply use the clamp to secure it at the desired position, set the dial to 0* and then turn it to the desired degree angle. **Q: Does the "clip arm" have to be in a position where it is completely tight? And does it have to be up against something that is capable of stopping it?** A: All you have to do it clamp the alligator clip to anything. After that, the flexible part has enough resistance that it doesn't move when turning the wrench. Works really well. Way better than the other kind. Use it all the time to stretch aluminum bolts on my BMW. My only compliant is I wish they made a smaller version for 3/8 or 1/4 drive for doing smaller bolts in tight places. I have used extensions in those situations which still seems to be pretty accurate. **Q: Does this work well on a crankshaft pulley bolt need 125 degree?** A: This absolutely works well for pully bolts. Just finished a head gasket job and it worked perfectly for my camshaft pully bolt. It was a 90° torque setting. Buy with confidence.
