Your best bet to get four PCIe M.2 drives on those sixteen PCIe lanes would be to get two of these 8x cards that don't require bifurcation https://www.amazon.com/gp/product/B081SJYCTL and put them in the PCIe slots that, when populated, are 8x slots.
