Material thickness is more than adequate for the job, unfortunately the design of the shock bolt mounting point weakens it. There's absolutely no reason for the hole intended for the shock bolt to be so large, I've never seen a motorcycle with rear shock mounting bolts big enough to justify the size choice here. Elongating the hole doesn't make much sense either, it further weakens the mount and basically makes it impossible to to align and tighten the nuts properly.
