But what really helped was using a steamer. I used a clothing steamer, but it was awkward reaching the upper part of the wall. If you have a lot of wallpaper to remove, I would invest in a wallpaper steamer.But pre-soaking the wallpaper backing with chomp did help.I had the same issue as you- the top layer of paper peeled off, but left the papery backing on the wall. After applying the solution, I covered the walls with plastic garbage bags so the solution did not evaporate. After about 30 minutes, wallpaper came off pretty easily. Less than 30 minutes … ugh!
