This was a frustrating purchase. There was not enough information on the page to understand how the product actually worked. Based on the picture, I thought that the hanging hooks were perpendicular to the metal mounting rack or that they would swivel. Not so. They are fixed parallel, which really limits your options for mounting. I was hoping to mount mine from the ceiling and hook one tire on each hook. It just won't do that.  Also, I was expecting to be able to slide the hooks on the rail, but that wasn't possible either. If you put even a hint of weight on the hook, it binds and you can't slide it along the rail. While this might be useful in some applications, it was another failure for me. Finally, the company wouldn't cover the return shipping, so I ended up paying a third of the cost of the rack just to send it back to them. And that price was based on returning it just a few states away -- it could be even more expensive if you lived further from the provider.
