Yes, you may fly the flag at half staff. You would move your American flag down to the second flag position on the flagpole. **Q: Is this 20' total length above ground after installation or do you loose a few feet for install.** A: Mine is actually a 25 foot pole....but....it is 25 feet above ground. Nothing is lost in the installation....I think I'm 24 inches in the ground. I'd guess the 20 foot pole is 20 feet above ground. Hope that helps. Tom **Q: What type of locking system do you use** A: I do not use any type of locking system. Have had no problems. **Q: What should I put inside the ground sleeve to keep the pole from moving? Sand or shims? Shims would only secure the top of ground sleeve?** A: Hi, You need to put NOTHING inside the ground sleeve for two reasons: A. At the bottom end of all flagpoles we cut two notches on a straigth line that fits over the 1/4" bolt that goes through the lower part of the Ground sleeve ,thus, eliminating any lateral motion. B.At the top most part of the cutsom made aluminum ground sleeve (specially made for the apropriate OD of the largest section that goes into the ground) and one inch from the top, we cut good size threads that a stainless steel set screw will be driven into the flagpole and it will serve two factions, namely, lock the flagpole and slow down any potential theft, as well as prvent the inside tubing to be lowered down for both theft prvention of the flags and/or carry away the entire pole -at its full extension of 20, 25 or 30 feet.
