If your lens is LARGER than 49mm (52mm, 55mm, etc) you can screw the step down ring on it and put on a 49mm filter. That being said, most of the time you will get vignetting (dark edges) since most lenses are not set up to accept smaller filters. Most of the time I buy a large filter (77mm-82mm) and use step-up rings. This allow me to buy one expensive filter and use it on all of my lenses.
