The Quick Charge (Qualcom) specs tell what voltages are available and how the device must request it. Quick Charge 2.0 allows the device to request either 5V, 9V, or 12V. QC 3.0 allows for a range between 3.2 to 20V. Meters like this became popular because they let you see what your device is actually getting fed.
