Likely some government committee. They're a nightmare to ship, especially the multi-disk boxes. Even if bubble-wrapped, they all too often break in transit. Either the rigid and brittle covers crack, but the little tongues that hold the CDs frequently snap. There's nothing to compare with opening a package and having a broken jewel box draw blood.Another delightful design "feature" of jewel boxes is the difficulty removing the cover art and putting it in the replacement box. That's a skill you just have to master with practice. (I still wear nitrile gloves when replacing a broken jewel box, even after performing this chore maybe 50 times.) This is not bad design by the maker of these boxes; it's the bad engineering of the boxes themselves. These boxes are not to blame.These are great replacements for broken two-, three- and four-disk sets. They seem at least as "sturdy" as the originals. And the price is gentle. Recommended. ### ⭐⭐⭐⭐⭐ Double boxed during shipment = no broken cases *by L***Y on December 28, 2019* These cases were double boxed and none of mine were broken during shipment. I had previously ordered a set of 5 that were only bubble wrapped in an envelope and 3 of the 5 were broken when I received them. I am happy with this purchase as I have changed out 1 of my cases already. Just with most jewel case replacements they are more fragile than the original cases. But carefully removing the covers at the hinges and inserting the artwork and disc is no different from switching out a regular jewel case. ### ⭐⭐⭐⭐⭐ It works *by C***. on August 30, 2019* I was really looking for 3 disk storage but found it cheaper to get this 4 disk cd case.
