Over the knee and it's more neon orange. These are not thick like socks. They're a bit sheer, but work for what I need. The tops roll down, so I'll have to use double sticky or adhesive. For context, I'm 5'11" & I wear size 11 shoes. The upper part of where the socks hit is about 18.5". This is not the fault of the manufacturer or seller, but it is something to consider before ordering if that would bother you.
