With a pretty significant amount of effort I was able to reflash and update the modem firmware to a more recent version and report it as a non manufacturer specific modem. I've still got a bit of finangling to do to get it going, but at least the modem is no longer entering a permanent sleep state on boot, and it's more of a communication issue than a power issue. Review: Not compatible with Sierra Wireless EM9xxx - Doesn't have pins 20 and 22 tied high, so doesn't work with Sierra Wireless EM9191, EM9291, etc...
