It is a plucked foam sheet on a dense foam backing. Backing is really nice and allows for stacking with out scratching. The only down side (and I don't really see a legit work around for the manufacturer) is that plucked foam is only glued to the backing around the edge. But what do you expect? If the entire sheet was glued down then you couldn't "pluck the foam", and if just certain spots were glued you wouldn't have the full flexibility of configuring the foam how you wanted it.
